PAINT TESTING

Local Law 31 of 2020 and Local Law 111 requires Landlords to perform new XRF testing of rental units AND common areas. This must be done using the updated XRF Analyzer which detects Lead at the new threshold level of 0.5 mg/cm². New testing is required by August 9, 2025.
Local Law 31 of 2020 requires that all rental units are tested for Lead-based paint. Local Law 111 (2023) requires that the common areas be tested as well. Local Law 31 requires that this testing be done using an XRF Analyzer, otherwise known as an XRF Gun.
Lead paint, if present, has been painted over many times. X-Rays are needed to see through any surface to detect lead paint underneath. XRF or “X-Ray Fluorescence” is the technology used for this purpose. The XRF Analyzer is a hand held unit which is held up against the surface to test for the presence of lead. This process is accurate, safe, and non-destructive. It is a portable hand held unit.
Fred’s Lead uses the approved XRF Analyzer, the Viken Model 200i. Local Law 66 has changed the allowable concentration of lead in paint from 1.00 mg/cm² (milligrams per square centimeter) to 0.5 mg/cm². Our analyzers can detect Lead at this concentration.

Fred’s Lead has a fleet of XRF Analyzers. Fred’s Lead is an EPA Certified Company that provides an EPA Certified Technician to inspect your building. The technician will visit each unit to provide comprehensive testing of all surfaces. We will then provide you with a full report that identifies the surfaces that contain Lead Paint. This report also includes diagrams locating the Lead-Based Paint. The XRF results are immediate, they can be shared with you during the inspection.
